Shandong's energy industry adheres to the concept of systematization,coordinates development and safety,current and long-term,within and outside the province,the government and the market,cities and villages,plans scientifically and lays out ahead of schedule,focuses on green and low-carbon development,and is supported by the construction of major projects.Accelerate the construction of a“three-chain,two-system”energy security network,and strive to create a new era of socialist modernization and strong province construction.Provide solid support.The main goal is that by 2025,the comprehensive energy supply guarantee capacity will not be less than 454 million tons of standard coal.The supply capacity of coal is not less than 350 million tons,the supply capacity of crude oil is about 150 million tons,and the supply capacity of natural gas is more than 45 billion cubic meters;the total installed capacity of electricity is about 210 million kilowatts,of which the installed capacity of new energy and renewable energy power generation has reached more than 100 million kilowatts.

Focusing on the construction of a new type of power system,accelerating the development of clean power,vigorously promoting the“linkage of the three reforms”of coal and electricity,steadily developing“external power into Shandong”,continuously improving the grid structure,and strengthening power guarantee capabilities.
Accelerate the promotion of clean energy as the main body of electricity increment.Accelerate the construction of“four bases and two demonstrations”in the scenery.Adhere to the parallel development of land and sea,and the simultaneous integration and distribution,and vigorously develop wind power and photovoltaic power generation.Offshore wind power base.Focusing on the three large areas of the Bohai Sea,the south of the peninsula and the north of the peninsula,we will accelerate the construction of offshore wind power projects in the waters under provincial management,and gradually promote the development of offshore wind power to the far-reaching sea,and build a 10 million kilowatt offshore wind power base.By 2025,12 million kilowatts of offshore wind power will be started and 8 million kilowatts will be built.Offshore photovoltaic base.In accordance with the idea of”from near to far,from easy to difficult,demonstration first,step-by-step implementation",we will co-ordinate and promote the construction of fixed and floating pile foundation projects.By 2025,15 million kilowatts of offshore photovoltaic will be started and about 12 million kilowatts will be built.An integrated base for scenery storage and transportation of saline-alkali beaches in northern Shandong.Make full use of the saline-alkali beaches of Weifang,Binzhou,Dongying and other cities,and the Yellow River beaches of Heze and other places to promote the integrated design,construction and operation of wind power,photovoltaic,and energy storage.By 2025,more than 10 million kilowatts will be built.“PHOTOVOLTAIC+”base in coal mining subsidence area in southwest Shandong.Focusing on coal mining subsidence areas in Jining,Tai'an,Zaozhuang,Heze and other cities,it adopts integrated development models such as complementary fishing and light,complementary agriculture and light,and ecological governance to promote the construction of photovoltaic power generation bases.By 2025,the installed power generation capacity will reach 3 million kilowatts.Demonstration of the large-scale development of distributed photovoltaic in the entire county.Fully launched the construction of 70 national pilot counties such as Yishui,Zhucheng,and Jiaxiang,and promoted the development and construction of distributed photovoltaic power plants such as party and government organs,public buildings,industrial and commercial factories,and rural residential roofs.By 2025,more than 50%of the pilot counties will meet national standards,and the development scale will reach more than 20 million kilowatts.Demonstration of green energy development in"Hundreds of townships and thousands of villages".Co-ordinate and promote the diversified and comprehensive development and utilization of renewable energy sources such as solar energy,biomass energy,and geothermal energy in rural areas,and create a new model of integrated clean energy use such as electricity,heating,and cooking in rural areas.By 2025,about 100“benchmark townships”and about 1,000“benchmark villages”will be built.
