How to build offshore photovoltaic?The standard cannot be less


What standards should be followed for the use,development,construction and corresponding products of offshore photovoltaic in the sea area?With the introduction of incentives in Zhejiang,Shandong,Liaoning and other provinces one after another,offshore photovoltaic is gradually moving from planning and conception to landing attempts.

Recently,the"Action Plan for Improving the Standardization of Energy Carbon Peaking and Carbon Neutrality"issued by the National Energy Administration clearly stated that it will carry out actions to improve the wind power photovoltaic standard system.Relying on the construction of offshore photovoltaic projects,set up standardized demonstration projects,give full play to the role of the national new energy empirical experiment platform,and urgently supplement and improve a number of standards to form a perfect wind power photovoltaic technical standard system.

As an emerging form of photovoltaic development,how can offshore photovoltaic establish its own standardized system?

Launch of relevant standards for the use of sea areas in many places

As of the first half of this year,China has confirmed nearly 30 offshore photovoltaic projects,involving Jiangsu,Shandong,Zhejiang,Liaoning,Guangdong and other places.Among the provinces that encourage the development of offshore photovoltaic,there have been preliminary attempts at the standards used in the corresponding sea areas.

Not long ago,the Shandong Provincial Bureau of Oceanography issued the"Notice on Promoting the Three-dimensional Use of Sea Areas for Offshore Photovoltaic Power Generation Projects",which stipulates the site,method and scope of sea use for offshore photovoltaic projects.For example,for pile foundations and photovoltaic phalanx in fixed-pile offshore photovoltaic power generation projects,the"Notice"points out that the sea area is bounded by the 10-meter extension of the vertical projection of the outermost photovoltaic panel of the project;when the outer edge line of the vertical projection of the photovoltaic phalanx is less than 10 meters away from the nearest sea-surrounding aquaculture and yantian dam,the inner slope foot line of the dam is the boundary.The submarine cable and sea area in the project are bounded by the outer edge of the submarine cable extending 10 meters to both sides.

Similarly,the Zhejiang Provincial Department of Natural Resources in the"Opinions on Regulating the Management of Sea Use for Photovoltaic Projects(Draft for Solicitation of Comments)"also put forward corresponding requirements for the sea use of pile-based photovoltaic projects in open sea areas.For example,for the offshore distance of the photovoltaic array,that is,the nearest distance from the coastline(including the mainland coastline and the island coastline)at the edge of the photovoltaic array,the control value is not less than 100 meters from the artificial coastline and not less than 200 meters from the natural coastline;for the projection area ratio of the photovoltaic array,that is,the ratio of the total vertical projection area of each photovoltaic array to the total sea area of the project,the control value is not more than 65%.Among them,the total sea area used for photovoltaic projects includes the sea area and other reserved space used by the main projects such as photovoltaic arrays,inverter boxes,power collection cables,maintenance channels,wave suppression facilities,and booster stations.

Data accumulation and multi-domain collaboration are the key

The reporter found that in the exploration and practice of offshore photovoltaic,at present,pile-based photovoltaic projects are mostly,and floating photovoltaic projects are still relatively rare.

“The exploration experience of offshore photovoltaic projects in the industry is relatively limited.Pile-based projects can refer to the data of some surface or ground photovoltaic projects,while floating photovoltaic projects cannot directly replicate the design of floating projects in inland waters.Enterprises need to obtain it through empirical and demonstration projects.This is also the direction of our efforts."Zhang Xiaoming,executive director and general manager of Zhongneng Zhongcheng New Energy Technology Co.,Ltd.,told reporters that he hopes that through the gradual implementation of empirical projects and relying on more data,he will promote the transformation of floating projects from zero to one,and lay the foundation for future standardization work.”

“Data is a top priority to promote the development of offshore photovoltaic projects."Zhang Xiaoming said that the biggest difference between the construction of offshore photovoltaic and onshore photovoltaic is that offshore photovoltaic must consider changes in wind and wave conditions.The sea area is different,the wind and wave conditions are different,and the required technical solutions are different.The design of the array,the design of the anchoring scheme,and the selection of wave suppression facilities must be determined according to the actual situation.“At the same time,offshore engineering operations are also a difficult point.The situation is complicated.Before formulating unified standards within the industry,it is necessary to do a good job in the preliminary work and master more data to make offshore photovoltaic construction well-founded.”

Standards should be unified to avoid waste of resources
